Political dialogue on the highest level

High-level political meetings – Ukraine - EU Summits – are held in principle once a year in turn in Ukraine and in the EU (usually in Kyiv and Brussels) in accordance with Article 460 of the Association Agreement between Ukraine and the European Union and its Member-States.

According to the Association Agreement, the Summit shall provide overall guidance for the implementation of this Agreement as well as an opportunity to discuss any bilateral or international issues of mutual interest.

Normally, the leaders of Ukraine and the EU approve the joint final document following the Summit – statement or press-release – to fix the agreements, achieved at the meeting.

Since the beginning of the practice of Ukraine – EU summits, there were 20 of such high level meetings. The latest, at the moment, Ukraine – EU Summit was conducted on the 9th of July 2018 in Brussels with participation of President of Ukraine Petro Poroshenko, President of the European Council Donald Tusk and President of the European Commission Jean-Claude Juncker.

Significant intensification of Ukraine – EU dialogue on the highest level is observed after victory in our state of the Revolution of Dignity, democratic change of power in Ukraine and subsequent conclusion of the Association Agreement between Ukraine and the European Union.

Joint meeting of the Government of Ukraine and the European Commission’s College was held for the first time on the 13thof May 2014 in Brussels.

In the course of 2014 – 2015, as reaction to the Russian aggression against Ukraine and with the aim to support our state, the European Council for 4 times took unprecedented decisions to invite to its meetings the leadership of Ukraine, namely – trice – the President of Ukraine Petro Poroshenko (27 June, 30 August 2014, 12 February 2015) and once the Prime Minister of Ukraine Arseniy Yatsenyuk 
(6 March 2014).

Ukraine became the first state beyond the EU where President of the European Council Donald Tusk and President of the European Commission Jean-Claude Juncker (for participation in Ukraine – EU Summit) held their bilateral visits in current capacities of the EU leaders.

On 16 December 2015 a new unique format of high level political dialogue between Ukraine and the EU was launched, so called mini-Summit with the participation of President of Ukraine, President of the European Council, President of the European Commission and President of the European Parliament. The practice of holding mini-summits was continued in 2016.

In parallel, the highest level contacts between the leadership of Ukraine and the EU are also kept within the framework of international fora and by regular phone contacts, aimed, in particular, at coordination of actions in the view of Russian aggression against Ukraine.
