Association Council

The Association Council was established in accordance with the articles 461-463 of the Association Agreement between Ukraine and the European Union and its Member-States.

The Association Council replaced Ukraine – EU Partnership and Cooperation Council, envisaged by the Partnership and Cooperation Agreement provisions.

The meetings of the Association Council are held at ministerial level at least once a year and when circumstances require. The meetings of the Association Council are traditionally conducted on the territory of the EU (Brussels or Luxembourg).

The first meeting of the Association Council was held on 15 December 2014 in Brussels.

The delegation of Ukraine at the meeting of the Association Council is chaired by the Prime Minister of Ukraine, the EU delegation – by the High Representative for Foreign Affairs and Security Policy / Vice-President of the European Commission. The Association Council consists of the members of the Government of Ukraine, on the one hand, and the members of the Council of the European Union and members of the European Commission, on the other.

According to the Association Agreement, the Association Council supervises and monitors the application and implementation of the Agreement and periodically reviews the functioning of the Agreement in the light of its objectives. Herewith, decisions of the Association Council are binding upon the Parties.
