EU to provide €153 million in humanitarian aid to Ukraine and Moldova
29 January 2026 17:35

The European Commission has announced €153 million in emergency humanitarian assistance for Ukraine and for Moldova, which is hosting Ukrainian refugees, as millions of Ukrainians are forced to endure freezing temperatures without electricity due to Russia’s continued attacks on critical energy infrastructure.

This was reported by the Delegation of the European Union to Ukraine.

In response to the urgent needs, the EU is allocating an initial €145 million in humanitarian assistance for Ukraine. The funds will be used to provide:

  • social protection,

  • temporary shelter,

  • food assistance,

  • cash support,

  • psychosocial assistance,

  • access to water supply and medical services.

A further €8 million will be allocated to Moldova to support the country in hosting Ukrainian refugees who were forced to flee their homes because of the war.

In parallel with the humanitarian assistance, the EU has strengthened its emergency energy support. This week, 447 electricity generators with a total value of €3.7 million were delivered to help restore power supply to hospitals, shelters and other critical infrastructure facilities. An additional 500 generators are currently being deployed — all from the strategic rescEU reserves — to ensure the continued operation of essential services.

EU Commissioner for Equality, Preparedness and Crisis Management Hadja Lahbib said:

“As Russia’s full-scale invasion enters its fifth year, millions of Ukrainians are being forced to live in sub-zero temperatures without electricity and heating — deprived of the most basic means of survival. With €153 million in new humanitarian assistance and 947 generators deployed this month, we aim to provide people with shelter, warmth and hope when they need it most. Our solidarity with Ukraine is not a slogan, but reliable, consistent humanitarian action driven by real needs on the ground.”
