World Customs Organization Secretary General Dr. Kunio Mikuriya is paying a visit to Ukraine. Dr. Mikuriya got acquainted with the work of customs office in the Odesa sea trade port and held a number of meetings in Kyiv.
In particular, President of Ukraine Volodymyr Zelensky met with the Secretary General of WCO. The President of Ukraine stressed that one of the key priorities of the Head of state is the customs reform. Dr Mikuriya noted that the assistance and support of the customs reform was very important for this purpose.
The WCO Secretary General also met with Head of the State Customs Service Pavel Ryabikin. Mr. Ryabikin informed Dr. Mikuriya about the main points of customs reform: HR reform, development of IT services, deployment of the New Computerised Transit System (NCTS), program of Authorized Economic Operators (AEO), upgrading of customs infrastructure. Pavlo Ryabikin also noted that WCO is a strategic partner of the State Customs Service and welcomed the involvement of WCO experts in the reform of Ukraine’s Customs Service.
The parties also signed a Tripartite Memorandum of Understanding between the State Customs Service of Ukraine, the Swiss Federal Council and the World Customs Organization on the Global Trade Facilitation Program (GTFP). The main goal of this program is to promote international trade in the beneficiary countries, implementation of international standards and best practices of the WTO and WCO on goods imports, exports and transit.
