July 22, 2013 in Brussels under the chairmanship of the High Representative of the Union for Foreign Affairs and Security Policy and Vice-President of the Commission Catherine Ashton and the EU Commissioner for Enlargement and European Neighbourhood Policy Stefan Fule took place the annual ministerial meeting of the "Eastern Partnership" at the level of Foreign Ministers of the Member States and EaP countries. Ukraine's delegation was headed by Minister of Foreign Affairs of Ukraine Leonid Kozhara.
The main purpose of the meeting was preparation for the Ministerial Summit "Eastern Partnership", scheduled for 28-29 November in Vilnius. At the event, participants exchanged views on the outcomes of the Summit, as well as the steps needed to maximize the success of the event. The subject of discussion was also the content of future joint declaration of the Vilnius “Eastern Partnership” summit.
During the meeting, Leonid Kozhara stressed that signing at the Vilnius summit of the Association Agreement between Ukraine and the EU remains an absolute priority for Ukraine, as well as the progress in the visa-free dialogue. The Minister informed about the steps, Ukraine made to implement the agreements of the sixteenth EU-Ukraine Summit, and stressed the readiness of the Ukrainian side to continue active cooperation of all the issues on the agenda of bilateral relations.
According to Ukraine, the third summit of "Eastern Partnership" in Vilnius has become an important stage in the transformation and modernization of the European member countries of "Eastern Partnership" based on the Association Agreement. Special attention the participants paid to discussion of the developments of the priorities for the medium term initiatives.
The meeting agreed that the preparation of the summit Vilnius is subject to the principle of "common property", which takes into consideration the interests of all parties.
