On 30 September 2020 the European Commission officially published the updated matrix of diagonal cumulation possibilities in the pan-Euro-Med zone (as at 26 March 2020). The matrix includes the possibility of diagonal cumulation between Ukraine and Georgia. In total, Ukraine is entitled to use the diagonal cumulation with the EU (27 countries), Great Britain, countries of European Association of Free Trade (Switzerland, Lichtenstein, Island, Norway) and Georgia.
The diagonal cumulation allows expanding free trade for Ukraine and those countries. For instance, Ukrainian producers may use raw materials originating in one/several countries and export finished goods to other countries from the list. If conditions of the PEM Convention are met, Ukraine’s finished products would retain preferential origin and benefit from free trade regime in the country of import. Similarly, producers from those countries may use Ukraine originating raw materials for exporting finished goods to other listed countries using free trade regime.
