The only trade defence measure in force against the European products is the definitive anti-dumping duty of 40,65% on medical rubber plugs originating in Republic of Poland. These measures were introduced in May 2019 and will remain in force during 5 years.
Global safeguard measures (regardless of the origin) that are in force in Ukraine include:
The measures are in force from July 2016. Safeguard duty was applied for a period of three years: 1 year - 11,22 %; 2 year - 10,66 %; 3 year - 10,13%. Provisional review in 2019 resulted in extending safeguard measures for another 3 years – till June 2022.
The measures apply from September 2018 till August 2021 in the form of quotas:
1 year (01.09.2018 to 31.08.2019): for the Republic of Belarus - 30 769 tones, for the Russian Federation – 8 631 tones, for other countries – 4 316 tones;
2 year (01.09.2019 - 31.08.2020): for the Republic of Belarus - 32 307 tons, for the Russian Federation - 9 063 tons, for other countries – 4 531 tones;
3 year (01.09.2020 - 31.08.2021): for all countries – 48 197 tons.
The measures are in force since November 2020. Safeguard duty will be applied during a period of three years: 1 year - 12,4 %; 2 year - 12 %; 3 year - 11,5%.
