Ukraine is experiencing the most dramatic moment in its modern history.

In order to de-escalate the tensions in some regions of the country the Verkhovna Rada of Ukraine urges all the citizens of Ukraine to reach out their hands to each other, abandon radical actions, hatred, come back together to the joint work on protection, development and building of democratic, sovereign and united Ukraine where people of all the nationalities, political views and religious beliefs live freely and friendly.

The Verkhovna Rada of Ukraine urges all the citizens of Ukraine to unite for the sake of preserving our common home – Ukraine.

The Verkhovna Rada of Ukraine supports fully the Geneva diplomatic arrangements of Ukraine, the USA, the European Union and the Russian Federation of 17 April 2014 aimed at de-escalation of tension and restoration of security of all the citizens.

The Verkhovna Rada of Ukraine supports the nationwide dialogue within the nationwide roundtable of national unity.

The Verkhovna Rada of Ukraine supports conduct of the elections of the President of Ukraine on 25 May 2015 as a pledge of peace and unity in the society and urges all the state bodies to ensure security of citizens during the vote and establishment of its results. The Verkhovna Rada of Ukraine calls upon conducting fair, transparent, democratic Presidential elections with equal opportunities for all the Presidential candidates. The Verkhovna Rada of Ukraine urges all the citizens of Ukraine to participate in the Presidential elections and stop the actions aimed at violating the electoral rights of the citizens.

The Verkhovna Rada of Ukraine condemns illegal use of weapons and violence which have led to mass killings of people and other crimes against humanity. The Verkhovna Rada of Ukraine expresses its condolences to all the families of victims.

The Verkhovna Rada of Ukraine expresses gratitude to all the citizens of Ukraine taking part in the measures on ensuring the protection of rights and freedoms of citizens, preservation of the Constitutional order and territorial integrity of Ukraine.

Based on its constitutional powers, on the basis of wide national dialogue, the Verkhovna Rada of Ukraine will ensure immediate conduct of the Constitutional reform, the foundation of which will be based on the decentralization of state power, providing for:

1)     fixing the status of Ukraine as a parliamentary-presidential republic and establishment of a balance if power among all of its branches at the central and local levels;

2)     ensuring authority of the regions by the necessary financial resources through establishment of fair distribution of revenues of budgets;

3)     conducting large-scale judicial reform in order to guarantee the citizens' rights to a fair and just trial and ensure independence of the judiciary;

4)     conducting reform of the law-enforcement agencies and the prosecution in order to ensure human rights and freedoms, security of citizens and restore trust to the law-enforcement system in particular through the elimination of functions of general oversight of the prosecution;

5)     fighting corruption at all the levels of state power, establishment of the National Anti-corruption body of Ukraine with broad authority to monitor the activities of officials.

The Verkhovna Rada of Ukraine calls for the prevention of inter-confessional and inter-ethnic conflicts in the country.

Along with the Constitutional status of the Ukrainian as a state language the Verkhovna Rada of Ukraine will ensure guaranteeing of the status of the Russian language. The State will also guarantee support of the national minorities’ languages in places of compact residence.

The Verkhovna Rada of Ukraine will adopt the Law of Ukraine “On local referenda”.

The Verkhovna Rada of Ukraine commits to adopt a law on prevention of criminal prosecution of citizens for participation in mass actions in Ukraine provided they vacate the captured buildings and other public places and voluntary lay down weapons, with the exception of persons who have committed grave and especially grave crimes against life and health of people.

The Verkhovna Rada of Ukraine calls for disarmament of all the illegal groups and surrender illegal weapons by the citizens, return of all the captured buildings to their legitimate owners, release of all the occupied streets, squares and other public places in the Ukrainian cities, towns and villages.

The Verkhovna Rada of Ukraine requests the law enforcement agencies to prepare an action plan in order to ensure safety of citizens and prevent attacks on human health and life and, provided the hostages and administrative are released and all the illegal groups lay down their arms, on ensuring the return of soldiers involved in counter-terrorist operation to places their permanent stationing.

We are all different but we are all united because we are the citizens of one sovereign, independent and indivisible Ukraine.

We must do everything possible not to deprive our descendants of this priceless treasure.
