18th meeting of the Parliamentary Cooperation Committee Ukraine-EU (Kyiv, Ivano-Frankivsk)

The 18th meeting of the Ukraine-EU Parliamentary Cooperation Committee took place on 20 February 2012 in Kyiv, Ukraine.

Addressing the participants of the meeting, Chairman of the Verkhovna Rada of Ukraine Volodymyr Lytvyn highly assessed Committee’s commitment to the promotion of the European aspirations of Ukraine. “You remain Ukraine’ supporter and you make a lot of efforts for the Association agreement including FTA between Ukraine and the EU to be initialed”, V.Lytvyn said on Monday during a meeting with MEPs, members of the Parliamentary Cooperation Committee.

Members of Parliaments had an exchange of views on ongoing agenda of Ukraine-EU relations, in particular regarding conclusion of the Association agreement and establishing of the FTA, development of economic and sectoral cooperation, liberalization of the visa regime for the Ukrainian nationals, Eastern Partnership and its parliamentary dimension – PA EuroNest.

Speaking at the meeting, Co-Chair of the Parliamentary Cooperation Committee between Ukraine and the EU, Chairman of the Committee for the European integration of the Verkhovna Rada of Ukraine Borys Tarasiuk emphasized that conclusion of the Association agreement remains one of the key issues of the Ukraine-EU agenda. Finalization of the negotiations on the agreement opened a way to a technical preparation of the final consolidated draft of the agreement, including its deep and comprehensive free trade area chapter, for its rapid initialing and further signature, B.Tarasiuk noticed.

Chairman of the European Parliament Delegation Pawel Kowal in his turn stressed that one of the key issues in Ukraine-EU relations are coming parliamentary elections in Ukraine. According to the MEP, democratic and transparent electoral process will help strengthen Ukraine’s reputation as a democratic state.
Importance of the coming parliamentary elections was also emphasized by Deputy Chairman of the Verkhovna Rada of Ukraine Mykola Tomenko who addressed the Members of the Committee with a welcoming speech, noting that “the parliamentary elections will become an important test of commitment of our state to the European values. Therefore, we will make every effort for its free and democratic conduct”. He also noted that the Law on “Election of People’s Deputies of Ukraine” adopted last November by the Verkhovna Rada was an important step in this direction. The law was “supported by the constitutional majority of votes with consolidation of all political forces of Ukraine”.

Deputy Chairman of the Verkhovna Rada of Ukraine also stated that the liberalization of visa regime with the EU is a priority in the context of the European integration as progress in this area are extremely important for all Ukrainian nationals. “We understand that we fulfillment of a number of important tasks with a view of visa liberalization is still ahead, but we are determined to finalize this work and we count on our European partners. We avoid politicizing of visa liberalization issue, we should rather use positive achievements. And we do have such experience. For instance, in framework of widening of categories of Ukrainian citizens who will be able to received a visa to visit the EU with a simplified procedure. It has become possible due to Amendments to the Agreement on visa facilitation for the citizens of Ukraine. I hope thatsoon Ukraine and the EU will be able to sign this document”, M.Tomenko stressed.

Cooperation within the Eastern Partnership and its parliamentary dimension – Parliamentary Assembly EuroNest - was also discussed.

The opening, first and second Working sessions of the 18th Parliamentary Cooperation Committee between Ukraine and the EU were held on 20 February in Kyiv, while the meeting of the Working group on local and regional reform will be held on 21-22 February in Ivano-Frankivsk.
