Recalling the Joint Declaration of the participants of the First Parliamentary Summit of the International Crimea Platform, adopted in Zagreb on 25 October 2022,
Taking note of the First Black Sea Security Conference of the International Crimea Platform held in Bucharest on 12-13 April 2023,

We, the Participants of the Third Summit of the International Crimea Platform:
Continue to firmly uphold and affirm our unwavering support for the sovereignty, independence, unity, and territorial integrity of Ukraine within its internationally recognized borders extending to its territorial waters and for Ukraine’s inherent right of self-defense against the Russian Federation’s unprovoked war of aggression. We demand that Russia immediately, completely and unconditionally withdraw all of its military forces from the entire territory of Ukraine within its internationally recognized borders,
Condemn the Russian Federation’s continuing full-scale aggression against Ukraine and emphasize the need for full accountability, including for any and all violations of international humanitarian law and international human rights law, and for numerous attacks on civilian infrastructure and for any and all war crimes committed in Ukraine and the forced transfer and deportation of the Ukrainian population, including minors, noting in this regard the importance of the work of the International Criminal Court, and further condemn politically motivated harassment, detention, and prosecution of civilians,
Emphasize that the war of aggression of the Russian Federation against Ukraine has severely challenged the maritime security in the Black Sea,
Reiterate condemnation of the Russian Federation’s construction and opening of the Kerch Strait bridge between the Russian Federation and temporarily occupied Crimea, which has facilitated the further militarization of Crimea. The UN General Assembly has repeatedly condemned the existence of this bridge,
Condemn the violations of international humanitarian law and violations and abuses of human rights arising from the aggression by the Russian Federation against Ukraine, as well as the continuous attacks on civilian and critical infrastructure throughout Ukraine, leading to severe repercussions for the civilian population. All perpetrators of war crimes should be brought to justice,
Reiterate our non-recognition of the attempted illegal annexation by Russia of the Autonomous Republic of Crimea and the city of Sevastopol, as well as parts of the Donetsk, Kherson, Luhansk and Zaporizhzhia regions of Ukraine, which violates international law, and poses a direct threat to international security with serious consequences for the international community, and reaffirm our readiness to continue exerting restrictive pressure on the Russian Federation to counter its illegal actions through undertaking further measures against the Russian Federation and its isolation within international organizations,
Condemn the Russian Federation’s illegitimate so-called referenda in parts of Ukraine’s regions of Donetsk, Luhansk, Kherson, and Zaporizhzhia, as well as the so-called elections in the temporarily occupied or controlled territories of Ukraine, which directly interfere with Ukraine’s sovereignty and territorial integrity, as well as subsequent attempts to integrate those territories into the Russian Federation, and confirm our determination to counter the Russian Federation’s false narratives, propaganda and disinformation,
Condemn the ongoing attempts by the Russian Federation to legitimize or normalize its attempted annexation of the Autonomous Republic of Crimea and the city of Sevastopol as well as parts of other Ukrainian territories, including suppression of national identity, as well as the expansion of far-reaching restrictions on the ability of the ethnic Ukrainian and Crimean Tatar population to maintain their identities, languages, and cultures,
Denounce the attempts by the Russian Federation to force Ukrainian citizens in the Autonomous Republic of Crimea and the city of Sevastopol, as well as other temporarily occupied or controlled south-eastern territories of Ukraine, to accept Russian citizenship,
Condemn Russia’s continued militarization of the educational process, including combat training to Crimean children for military service in the Russian armed forces as well as introduction of “military-patriotic” education system to young people aimed at undermining their Ukrainian identity, and the illegal conscription of Crimean residents, including members of the Crimean Tatar minority, into the Russian armed forces,
Condemn the reported violations of international humanitarian law and violations and abuses of human rights perpetrated against the residents of Crimea, including abuses of human rights of persons belonging to the indigenous Crimean Tatar people, which reportedly have involved, among other things, killings, disappearances, politically motivated prosecutions, discrimination, harassment, intimidation, gender-based acts of violence, unjust detentions and arrests, torture, subjecting detainees to special security regimes and involuntary placement in psychiatric institutions, as well as deplorable treatment and conditions in detention and other ill-treatment aimed at extracting confessions and call for accountably for the perpetrators of such violations,
Express concern over the Russian Federation’s failure to respect human rights, such as freedoms of expression, religion or belief, and association, and the right to peaceful assembly in the Autonomous Republic of Crimea and the city of Sevastopol, as well as other temporarily occupied or controlled south-eastern territories of Ukraine,
Express determination to continue exerting pressure on the Russian Federation, to immediately release all individuals unjustly imprisoned in Crimea and other Ukrainian territories, including Emir-Usein Kuku, Halyna Dovhopola, Server Mustafayev, Vladyslav Yesypenko, Nariman Dzhelyal, Iryna Danylovych, Bohdan Ziza, Enver Krosh, Vilen Temeryanov, and many others,
Strongly condemn the failure of Russian authorities to provide adequate medical care for detained Ukrainian citizens, including those unlawfully detained for exercising their human rights and fundamental freedoms. Such treatment has already resulted in the tragic deaths of Kostyantyn Shyring and Dzhemil Hafarov, both Ukrainian citizens,
Condemn the persistent and extensive abuse of counterterrorism and anti-extremism laws to stifle opposition, including the recent enforcement of Russian legislation aimed at discouraging peaceful protests by Crimean residents. This action infringes upon their rights to freedom of expression and political opinion, particularly in light of the aggression perpetrated by the Russian Federation against Ukraine,
Condemn Russia’s non-compliance with the Geneva Conventions and other international humanitarian law, including reported violations of the rights of prisoners of war and other non-combatants, the murder of hostages, the looting of state and private property in the temporarily occupied or controlled territories, the destruction of cities and villages, unjustified by military necessity,
Call on the Russian Federation to comply with its obligations under international law and reiterate our demand to the Russian Federation to provide safe and unfettered access to all temporarily controlled territories of Ukraine, including the temporarily occupied Crimea, for established regional and international human rights monitoring mechanisms and human rights non-governmental organizations,
Express grave concern about Russia’s control of and military presence at the Zaporizhzhia Nuclear Power Plant, an integral and vital part of the Ukrainian critical energy infrastructure. Nuclear safety and security must be paramount in order to avoid a nuclear incident, which could be devastating for lives and the environment. In this regard, we call upon the Russian Federation to withdraw its military and other personnel from the Zaporizhzhia Nuclear Power Plant and for the plant to be immediately returned to the full control of the competent Ukrainian authorities to ensure its safe and secure operation,
Condemn Russia’s offensive actions including against hydro-electric facilities conducted in a manner that has caused severe damage to natural environment of Ukraine and provoked a high threat of environmental disaster. We emphasize that Russia must bear ultimate responsibility for its war of choice, which has caused disastrous humanitarian, ecological, agricultural, and economic repercussions, and became one of the most significant ecological and technological catastrophes witnessed in Europe over recent decades,
Express concern about the Russian Federation’s reported actions at the chemical plant “Crimean Titan” creating the risk of environmental damage in the northern Crimean Peninsula and southern Kherson region,
Strongly denounce the continued destruction of and damage to historical architectural monuments in Crimea, in particular the Khan’s Palace in Bakhchysarai, which is officially recognized in Ukraine as a national monument and included in the UNESCO Tentative List of World Heritage Sites, as well as in other temporarily occupied or controlled territories of Ukraine and in Ukraine in whole as a result of Russian military attacks,
Unequivocally condemn the Russian Federation’s decision to suspend the Black Sea Grain Initiative, its obstruction of Ukraine’s grain exports and attacks on grain infrastructure facilities. Note with concern the resulting spike in food prices and aggravation of global food insecurity caused by the disruption of grain exports worldwide. Welcome the constant efforts by Ukraine’s neighbours and the European Union to facilitate to the extent possible the transfer of grain products and goods through the Solidarity Lanes,
Call on the Russian Federation to refrain from impeding the lawful exercise of navigational rights and freedoms, stop restricting the freedom of navigation in the Sea of Azov and Black Sea. Call on the Russian Federation to immediately resume participation in the Black Sea Grain Initiative, cease attacks on Odesa and Danube ports, and halt theft and transportation of Ukrainian grain from the temporarily occupied or controlled south-eastern territories of Ukraine, including the temporarily occupied Autonomous Republic of Crimea, cease blocking Ukrainian seaports, to facilitate international trade flows,
State that Russia’s blocking of both Azov and Black Seas causes the disruption of international trade and global supply chains not only of grain, but also of other strategic commodities like ore and other raw materials. As a consequence, countries worldwide feel the negative economic impact of such blocking through the deficit of these commodities or the increase of their global market prices,
Underline the need to hold accountable all those responsible for war crimes and other serious crimes committed during Russia’s war of aggression against Ukraine, and welcome efforts to explore the establishment of a tribunal to ensure effective accountability for the crime of aggression against Ukraine, and emphasize ongoing international justice efforts in the International Criminal Court and International Court of Justice,
Confirm our readiness to continue political, diplomatic, financial, humanitarian, and other support for Ukraine until its sovereignty and territorial integrity within its internationally recognized borders is fully restored, while continuing to support Ukrainians in their struggle against Russian oppression,
Express our support for the key principles and objectives of Ukraine’s Peace Formula and underline our readiness to cooperate towards their implementation with a view to achieving a comprehensive, just and lasting peace in Ukraine,
Acknowledge the need to overcome the global consequences of the war for food security, energy security, finance, the environment, as well as for nuclear safety and security, stressing that measures to achieve a comprehensive, just and lasting peace in Ukraine should take these factors into account, and call on all states to support efforts to overcome these consequences,
Underline that the forcible transfer and deportation by Russia of Ukrainian children, is defined as a violation of international humanitarian law and is the subject of the arrest warrants issued by the International Criminal Court, infringes upon children’s enjoyment of human rights and fundamental freedoms, and therefore call on Russia and Belarus to ensure their immediate safe return,
Affirm our support for the post-war reconstruction of Ukraine, including the Autonomous Republic of Crimea and the city of Sevastopol, to ensure the well-being and prosperity of Ukrainian citizens,
Reiterate that we do not and will not recognize any change by the Russian Federation of the status of any territory of Ukraine, including the Autonomous Republic of Crimea and the city of Sevastopol, and call on other countries to stand with us against those who violate international law and the principle of territorial integrity and to join our efforts to support the full restoration of Ukraine’s sovereignty and territorial integrity within its internationally re
